GVH Awarded $4.5 Million Through Rural Health Transformation Program

Gunnison Valley Health (GVH) has been awarded $4.5 million through Colorado's Rural Health Transformation Program (RHTP), a federal initiative designed to strengthen rural healthcare systems, expand access to care, support workforce development, modernize technology, and advance innovative models of healthcare delivery. This award is projected to be an annual grant for the next 5 years.

The Rural Health Transformation Program was established in response to the growing financial pressures facing rural healthcare organizations across the country. Through federal legislation, funding was allocated to each state, which then developed competitive grant programs for eligible healthcare providers.

The funding is part of nearly $170 million in RHTP grants directed by the Colorado Department of Health Care Policy & Financing (HCPF) to rural healthcare providers across Colorado. Funded by the Centers for Medicare & Medicaid Services (CMS), these investments will help protect access to care and support better health outcomes in Colorado's rural and frontier communities.

The award comes at a critical time for rural healthcare. Hospitals across Colorado and the nation continue to navigate workforce shortages, rising costs, and ongoing reimbursement challenges. GVH, like most rural hospitals, is also preparing for significant financial impacts related to Medicare reimbursement reductions. While RHTP funding cannot be used to support existing operations, offset reimbursement cuts, or maintain current staffing levels, it provides a unique opportunity to invest in transformational new initiatives that strengthen long-term access to care and the future of healthcare in the Gunnison Valley.

"While this funding cannot replace lost revenue or support existing operations, it gives GVH the opportunity to make strategic investments in new programs, workforce development, behavioral health services, telehealth, and technology that will strengthen healthcare access and improve outcomes for our community. GVH submitted applications for six program areas, all of which received funding. Awarded initiatives include:

• Expansion of behavioral health services, including withdrawal management and addiction treatment capabilities
• Creation of a Community Health Coalition position to strengthen community partnerships and outreach efforts
• Strategic investments in clinical technology and equipment to advance and expand clinical services for our community
• Workforce development initiatives, including EMS education and programs, nursing residency programming, housing and childcare support to address barriers to healthcare workforce recruitment and retention
• Development of value-based care and analytics infrastructure
• Expansion of telehealth services, including Tele-ICU capabilities that improve access to specialty care close to home

The application process involved extensive planning and collaboration among GVH leaders, physicians, staff members, community partners, local government representatives, educational institutions, GVH Foundation, and regional healthcare organizations. The resulting projects were selected because of their potential to create lasting improvements in healthcare access, quality, workforce development, and community health outcomes.

Implementation planning is already underway, with multidisciplinary workgroups being formed to support each initiative. Additional details regarding project timelines, milestones, and community impact will be shared as planning progresses.

RHTP Impact Across Colorado

Colorado is directing $169,587,181 in RHTP grants to rural healthcare providers across the state. Through a highly competitive application process, 91 applicants and approximately 250 projects were selected to receive funding across 52 rural or frontier counties and three rural census tract counties.

Colorado’s award totals $200,105,604.17 for the first year of the program to support rural health transformation efforts across the state, and is 100% funded by CMS.
